组织应确定并提供为建立、实施、保持和持续改进质量管理体系所需的资源。
组织应考虑：
- 现有内部资源的能力和局限性；
- 需要从外部供方获得的资源。
7.1.1 General
The organization shall determine and provide the resources needed for the establishment, implementation, maintenance and continual improvement of the quality management system.
The organization shall consider:
- the capabilities of, and constraints on, existing internal resources;
- what needs to be obtained from external providers.
