9.3 管理评审

最高管理者应按策划的时间间隔对组织的职业健康安全管理体系进行评审,以确保其持续的适宜性、充分性和有效性。

管理评审应包括对下列事项的考虑:

  • 以往管理评审所采取措施的状况;
  • 与职业健康安全管理体系相关的内部和外部议题的变化,包括:
    • 相关方的需求和期望;
    • 法律法规要求和其他要求;
    • 风险和机遇;
  • 职业健康安全方针和职业健康安全目标的实现程度;
  • 职业健康安全绩效方面的信息,包括以下方面的趋势:
    • 事件、不符合、纠正措施和持续改进;
    • 监视和测量的结果;
    • 对法律法规要求和其他要求的合规性评价的结果;
    • 审核结果;
    • 工作人员的协商和参与;
    • 风险和机遇;
  • 保持有效的职业健康安全管理体系所需资源的充分性;
  • 与相关方的有关沟通;
  • 持续改进的机会。

管理评审的输出应包括与下列事项有关的决定:

  • 职业健康安全管理体系在实现其预期结果方面的持续适宜性、充分性和有效性;
  • 持续改进的机会;
  • 任何对职业健康安全管理体系变更的需求;
  • 所需资源;
  • 措施(若需要);
  • 改进职业健康安全管理体系与其他业务过程融合的机会;
  • 对组织战略方向的任何影响。

最高管理者应就相关的管理评审输出与工作人员及其代表(若有)进行沟通(见7.4)。

组织应保留文件化信息,以作为管理评审结果的证据。

9.3 Management review

Top management shall review the organization’s OH&S management system, at planned intervals, to ensure its continuing suitability, adequacy and effectiveness.

The management review shall include consideration of:

  • the status of actions from previous management reviews;
  • changes in external and internal issues that are relevant to the OH&S management system, including:1) the needs and expectations of interested parties;
    • legal requirements and other requirements;
    • risks and opportunities;
  • the extent to which the OH&S policy and the OH&S objectives have been met;
  • information on the OH&S performance, including trends in:
    • incidents, nonconformities, corrective actions and continual improvement;
    • monitoring and measurement results;
    • results of evaluation of compliance with legal requirements and other requirements;
    • audit results;
    • consultation and participation of workers;
    • risks and opportunities;
  • adequacy of resources for maintaining an effective OH&S management system;
  • relevant communication(s) with interested parties;
  • opportunities for continual improvement.

The outputs of the management review shall include decisions related to:

  • the continuing suitability, adequacy and effectiveness of the OH&S management system in achieving its intended outcomes;
  • continual improvement opportunities;
  • any need for changes to the OH&S management system;
  • resources needed;
  • actions, if needed;
  • opportunities to improve integration of the OH&S management system with other business processes;
  • any implications for the strategic direction of the organization.

Top management shall communicate the relevant outputs of management reviews to workers, and, where they exist, workers’ representatives (see 7.4).

The organization shall retain documented information as evidence of the results of management reviews.
